Council of Censors: "The Council is responsible for the repeal of the laws requiring all taxpayers to support the gospel, the meeting house, and the first settled minister; for ending the practice of adopting special acts relieving individuals of their debts or granting them immunity from prosecution for a period of years; for eliminating the practice of punishing offenders of serious crimes with maiming or branding; and for taking the legislature out of the business of holding trials and hearing appeals.” The Council was abolished in 1870.
