[2]"The usual vote at a contested election, either in Chesterfield or Westmoreland, would have secured Mr. Henderon's election. The unexpected result in these towns is attributable only to a rule of the bar, in this Country, and we believe, throughout the State, regulating the fee for actions commenced, but settled before Court. This is 33 1-3 per cent higher than the established table allows, in taxing bills of cost in Court. Mr. H is a member of the bar.
