[1]British forces were in control of some areas comprising the Fourth Eastern Congressional District, especially east of the Penobscot River. In the weeks before the election, newspapers noted British activity around Belfast, Castine and Eastport. This is probably why there were no returns reported for Congress from twenty three towns in this district, virtually all being along the coastline in Hancock and Washington counties.
