[2]"Indeed he (Mr. Scott) must have done something wrong and very wrong too, when the electors in almost every county south of the Missouri river, and even in Saint Charles county slighted him so much as to vote at the last election for Congress (1820), any person but him, even sometimes giving in several election districts and counties majorities over him to the most contemptible persons. For instance, in the county of Wayne, out of 184 votes that were given, Mr. Scott had but 8; in the county of Madison, out of 266 votes given, Mr. Scott had 14. He was treated in about the same manner in Washington and Jefferson counties, and even in the county where he has resided these 18 years...I cannot refrain from observing, that Mr. Scott had no opponent, that he was the sole candidate for a seat in Congress; that he had but a very small majority of all the votes given; that thousands of the electors did not give any vote for Congress." [3]There were two elections for Congress being held in Misouri on August 28, 1820. One was for the Sixteenth Congress and the other for the Seventeenth. The newspapers do not indicate for which election the votes were being reporting. The Governor's Proclamation only lists the votes for John Scott, the candidate chosen in each election. The vote for John Scott to the Sixteenth Congress is listed as 5380 and for the Seventeeeth Congress as 5574. Thirteen of the fourteen counties reported returns for the Sixteenth Congress [Madison County is missing], while all of them are included in the results for the Seventeeth. There was no organized opposition to John Scott for Congress, but in several counties votes were cast for other individuals.
