[2]Tioga County was organized on February 1, 1791 and this was the first Assembly election. The county was composed of five towns. The original return included votes from all the towns except Owego. The results from Owego apparently had been inadvertantly separated and when counted, resulted in a reversal of the results of the election. The Legislative Committee on Elections allowed the returns from Owego and Jonathan Fitch was seated as the Assembly member for Tioga County.
