[5]"Taking advantage of their control, the Duane faction forced through a recommendation of Joseph Clay, Jacob Richards and Michael Leib as candidates for Congress. Normally, the general ward committee would have recommended only one man; Philadelphia and Delaware counties would have indicated their preferences for the other two positions; and the final ticket would have been drafted by the conferees from the three unites.
