[2]During the War of 1812, there was some British military movement in and around the Chesapeake Bay area and in an attempt to prepare for any military actions that the British might take, there were a host of military camps set up in some of the counties close to the Chesapeake Bay and Philadelphia City. In the October 1814 Pennsylvania state elections, the members of the military camps native to Pennsylvania were allowed to vote. When the newspapers reported these returns they listed them under "camp" or "army" votes.
[3]Township totals listed here are published in the Pennsylvania Correspondent, and Farmers' Advertiser (Doylestown, PA) from October 24, 1814. These totals report 2033 total votes for Jonathan Smith, 2035 total votes for John Riale, and 410 total votes for Francis Baird, with John Riale as the elected candidate. However, the election was contested and reviewed in early November. It was decided that Jonathan Smith had 2016 legal votes, John Riale had 1890 legal votes, and Francis Baird had 431 legal votes, though amended township or military camp numbers were not published. With the official totals, Jonathan Smith was declared the elected candidate. The Pennsylvania Correspondent, and Farmers' Advertiser (Doylestown, PA) explains this in their November 14, 1814 edition: "The Return Judges of this County, met in this town, on the 8th instant, pursuant to adjournment - and after re-examining the Returns from the different districts - with those from the camps, they decided that the Members elected to the House of Representatives from this county, were George Harrison, William H. Rowland, Michael Fackenthall, and David WynkooJonathan Smith, Director--Some insuperable objections in the informality of the Returns from Camp, caused this decision."
