[2]Though Cowles Mead was elected as a Territorial Delegate to the 15th U.S. Congress, he never took a seat in the House. The 15th U.S. Congress did not commence until December 1, 1817. Mississippi held an election for an actual Representative (rather than a Territorial Delegate) to Congress in September and became a state on December 10, 1817.
