[1]"Thursday, October 1. ...On counting the ballots it appeared that Mr. Powell had 16 votes, Mr. Roane had 14 votes, and Mr. Emmerson had 9 votes. Neither having a majority of the whole number, there was no election. It was then moved and agreed to, that the balloting should be renewed after the expiration of two hours."
