[2]"On Monday last being the day appointed for the meeting of the Legislature of this State, a quorum assembled. In the House of Representatives, Thomas Todd was appointed clerk, and John Breckinridge and William Garrard were put in nomination for the chair. Upon examining the ballots the votes stood as follows: Breckinridge, 36, Garrard, 11. Mr. Breckinridge was consequently elected Speaker." The Mirror (Washington, KY). November 20, 1799.
