[2]“John Brown resigned in late October 1810, after his reelection to the 12th Congress on October 3rd. He was appointed clerk of the county court of Queen Anne's County. Brown’s resignation shortly after his reelection to the 12th Congress produced two vacancies: one for the remainder of the 11th Congress and another for the full term in the 12th Congress. The state in conducting both elections on the same date (November 15, 1810) provided only one ballot for the two vacancies. Although this method of filling dual vacancies was the exception, it was the first of at least three instances in which each voter was accorded only a single vote for two elections.” United States Congressional Elections, 1788-1997: The Official Results.
