[2]"There being no choice by the people, the House, agreeably to the Constitution, proceeded to elect two of the persons from the above four, to be sent to the Senate for them to choose one for Lieutenant Governor; when the whole number of votes was found to be 227; and that the Hon. SAMUEL PHILLIPS had 133, and the Hon. EDWARD H. ROBBINS had 136, and they wre accordingly sent u(Gen. HEATH had 95, and Mr. GERRY 89 votes.) The Senate then proceeded to complete the choice, when the whole number of votes being 32, the Hon.
