Trotter's success was owing to his great personal popularity, and the unprecedented exertions of himself and friends, and not to the majority of the people's agreeing with him in sentiment. As proof of this, it is only necessary to mention that Messrs. Todd and Hawkins are advocates for legislative instructions. Even Col. Trotter's popularity could not carry Messrs. Graves and Daviess, who on the subject were united with him in opinion. Mr. Pope gave his vote for Messrs. Trotter, Graves and Daviess, the federalists to a man did the same."
