[2]Letter "To the first Constable of the town of ... said town being in the second Congressional District of this State" from Governor Richard Skinner dated August 4, 1821: "Whereas, The County Clerk and Sheriff of the County of Windham, having sorted and counted the votes given in said district, on the second day of July, 1821, for a Representative to represent this State in the Congress of the United States, have given notice to the Chief Magistrate, that no person has a majority of all the votes of said District, given in as aforesaid; together with a statement of the number of votes given for each candidate: and you are hereby notified, that the number of votes for each candidate are as follows, to wit. Mark Richards 1367--Phinehas White, 1320--James Elliot, 79--Joseph Elliot, 12--Wm. Hall, jr. 11--Aaron Leland, 4--P. White, 3--Jonathan Hunt, jr. 3--Thomas G. Fessenden, 3--Samuel Elliot, 2--Mark Richard, 2--Martin Field, 2--Phinehas White Dover, 1--Wm. Jarvis, 1--Cephas A. Rockwood, 1--Judge White, Esq. 1--John White, 1--Wm. C. Bradley, 1. Therefore, you, and in your absence, the town clerk, and in the absence of both, the select men of said town, are hereby directed to warn the freemen of said town, according to law, to meet at the usual place in said town for holding freemen's meeting, on the first Tuesday of September next, at one o'clock in the afternoon, to elect a person to represent this state in the congress of the United States."
[3]The Vermont Intelligencer, and Bellows Falls Advertiser (Bellows Falls, VT), July 23, Vermont Journal (Windsor, VT), July 30, and Boston Messenger: "We have not yet received an official statement of the results of the last attempt to elect a member of Congress from the 2nd Congressional Distict. The Brattleborough Reporter of the 17th inst. says that the returns from 29 towns (all except Acton) give Richards 1340, White 1317, Elliot 87. We have been informed that the votes in Acton were 16 for Richards and 2 for White. If these statements are correct, the whole number will be Richards 1356, White 1319, Elliot 87, Scattering 46."
[4]The Vermont Intelligencer, and Bellows Falls Advertiser (Bellows Falls, VT), July 30: "The following is taken from an official statement of the votes for members of Congress, for the Second Congressional District, given on the 2d inst. Mark Richards 1367, Phinehas White 1320, James Elliot 79, Scattering 48."
[5]The Vermont Republican and American Yeoman (Windsor, VT), July 16: "Fifth cast.--The Brattleboro' paper gives a statement, from 'official' sources, of the number of votes in each town, (Acton, Baltimore and Somerset excepted) for representative to congress in the second District, at the meeting on the 2d instant, the aggregate of which is as follows:--For Richards, 1332--White, 1280, J. Elliot, 90--Scat. 23. Thus it is pretty certain, that no choice has been made."
[6]The Salem Gazette (Salem, MA): "No Choice.--The votes for Member of Congress, second district, Vermont, are stated as folllows: Richards 1356, White 1313, Elliot 87, Scattering 46."
