The October 25, 1823 issue of the Salem Messenger, and Public Advertiser (Salem, NJ), which would have reported the returns from Salem county, is not included on the microfilm at the Salem County Court House. Unfortunately no other New Jersey newspaper reprinted the returns from Salem County.
