[1]In 1813 the control of the House Of Delegates, which would elect the Governor and Council along with various other state appointments depended on the outcome of the election in Allegany County. It was the last county to report and the Federalist seized upon a technicality to have the votes in District 4 (Holtzman's) declared illegal, thus allowing the entire Federalist ticket to be elected and ensuring them control of the State Government. There was a lot of discussion about this in the newspapers and the Republicans were livid. They however, had done the same thing on previous occasions, a fact pointed out by the Federalist. The four newspapers that printed to full returns from Allegany were all Republican.
