[20]Thomas McKean headed the Jefferson ticket. Israel Whelen headed the Adams ticket.
[21]Because the Greene County returns were late in reporting and could not legally be counted, two of the Adams electors were chosen. The return for Greene County was later reported to be: For Jefferson 210; For Adams 44. These returns from Greene County when added to the above results as stated in the Official Proclamation would then give the candidates that headed each slate the following votes: Thomas McKean 12,516 and Israel Whelen 12,229. It should be noted, that had Greene County returns arrived in time to be counted in Official Proclamation, the entire Jefferson slate of Electors would have been choosen.
[22]"Pennsylvania law required all returns for presidential electors to be sent to the governor's office within fourteen days of the election and that the governor proclaim the results. By the date due, 18 Nov. 1796, however, the counties of Fayette, Greene, and Westmoreland had sent no returns, and both Federalists and Republicans were claiming victory in a very close contest. Since the law made no provision for such circumstances, Gov. Thomas Mifflin referred his dilemma to the attorney general and the Supreme Court judges of Pennsylvania. They advised delay until 23 Nov., but even by then the delinquent returns had not arrived. The results for Fayette and Westmoreland counties appeared the next day, and on that basis Mifflin decided to announce that Republican candidates had won thirteen of the state's fifteen presidential electors, a decision vigorously protested by the Federalists. The officially proclaimed electors cast their votes in Harrisburg on 7 Dec. 1796, and two days later Mifflin defended his conduct in his address to Pennsylvania legislature." The Papers of James Madison, 429.
[23]"Yesterday's mail brought the returns of Westmoreland and Fayette. The delay in the receipt of these returns is said to have arisen from their being sent from Greensburgh, where they were deposited for transmission, to Pittsburg, instead of Philadelphia, and arriving in Pittsburg subsequent to the day on which the Pittsburg mail for Philadelphia is closed, a delay of a week was produced." The New World. November 25, 1796.
