[2]"In concurrence with the executive recommendation, a law was enacted on November 3, 1803, dividing the state into five sections and providing that each section was entitled to elect one elector who was empowered to cast his vote for President and Vice-President of the Unites States. The 'sections' as they were specified in the law were as follows: Fifth; Davideson, Williamson, Robertson, Montgomery, Stewart, Rutherford, and Dickson counties."
