[4]James Morris originally received 1797 votes, six more than John Richards. However, the results were contested and 18 votes were deducted from James Morris. John Richards was then declared elected to the position.
[5]"The governor of Pennsylvania refused to issue a certificate of election. Morris died on July 10, 1795, before the House took up the matter. Richards claimed that he was duly elected in the first place. On January 18, 1796, the house voted that Richards was entitled to the seat, and he was seated the same day.
