[3]Walter Forward was elected on October 1, 1822 as a Republican to the Seventeenth Congress to fill a vacancy in the 14th district caused by the resignation of Henry Baldwin. Part of the 14th district was then redistricted to the 16th district, which increased from one Congressional seat to two. Mr. Forward was then re-elected, as a representative of the 16th district, on October 8, 1822 to serve in the Eighteenth Congress from October 8, 1822 to March 3, 1825 alongside James Allison, Jr. The 16th district maintained two seats from 1823–1833, at which time it returned to having only one seat.
