[1]Vermont law required a majority to elect for the U.S. House of Representatives. A third ballot would be held on February 19, 1821.
[2]Letter "To the first Constable of the town of ... said town being in the second Congressional District of this State" from Governor Richard Skinner dated January 15, 1821: "Whereas, The County Clerk and Sheriff of the County of Windham, who are by law appointed to sort and count the votes given in said district, on the second Monday of December, 1820, for a Representative to represent this State in the Congress of the United States, have given notice to the Chief Magistrate, that no person has a majority of all the votes of said District, given in as aforesaid; together with a statement of the number of votes given for each candidate: and you are hereby notified, that the number of votes for each candidate are as follows ... Therefore, you, and in your absence, the town clerk, and in the absence of both, the select men of said town, are hereby directed to warn the freemen of said town, according to law, to meet at the usual place in said town for holding freemen's meeting, on the third Monday of February next, at one o'clock in the afternoon, to elect a person to represent this state in the congress of the United States."

This, Mr. Printer is very strange, and convincing proof, that the most popular men in the district are other than Mr. Richards and Mr. White, and that it is in vain to vote for them again. They may be very good for ought I know, but two trials seems to me quite enough. Besides it is reported one does not desire to be re-elected, and that the other has done all in his power to promote his own election. Now if one does not want the office, and the other cannot obtain it, it is quite time to look for another candidate. If you, fellow citizens are satisfied on this point, you will turn your attention to another man--and where, let me ask you, can you find one better qualified than the Rev. and Honourable AARON LELAND? Where is the man, who has more faithfully discharged the duties of life, or has held more important offices in the State? He has been my clergyman more than twenty-five years.--He has also often been a member of the General Assembly. He has faithfully and ably performed the duty of Speaker of the House--and has also been a member of the Council, and for a number of years Judge of the County Court. He is a good speaker, and is well acquainted with the desires and interests of the people, and if elected will do honour to the district. He is not like most other clergymen in the state, on account of political experience--while they have little, he has much, both in legislation and law--for he has been both lawgiver and Judge--and besides, he is a farmer. Now, fellow citizens, I call upon you to look for yourselves, and when you have done this, I think you will, on the third Monday in February turn out, one and all, and vote for the Rev. and Honourable Aaron Leland for your representative to the next Congress. A VOTER. Chester, Jan. 22, 1821."
