[27]"On the 24th day of February, 1812, the General Assembly of Virginia appointed the following persons, for Washington county, to conduct the presidential election to be held in November of the year: Francis Preston, James White, David Campbell, Benjamin Estill, Francis Smith, John Preston and George Dixon. But, for some reason, the commissioners thus appointed did not act, as will appear from the following notice: To the Freeholders of the County of Washington. Citizens:--You are hereby notified to attend at your court-house, on the first Monday in November next: for the purpose of voting for twenty-five electors to CHOOSE A PRESIDENT AND VICE-PRESIDENT of the UNITED STATES. At this important crisis of affairs, it is hoped that no citizen of Washington will show the smallest backwardness in coming forward on that day with a determination of supporting our Republican ticket. FRANCIS PRESTON, HENRY ST. JOHN DIXON, ROBERT PRESTON, Commissioners. September 19, 1812. At the election held in November, being the first hotly-contested presidential election in the history of our country, the counties of Southwestern Virginia, between James Madison and DeWitt Clinton, the contesting candidates, voted as follows:." [28]"On the 21st of September, 1812, a State convention of the Federal party was held in Staunton, 'for the purpose of recommending to the freeholders of Virginia twenty-five fit and suitable characters to serve as electors at the approaching election of President of the United States.' The Convention continued in session three days. Only sixteen counties, however, were represented. No doubt the Federalists of Augusta enjoyed the implicit confidence of their political brethren throughout the State, and the latter did not think it necessary to attend here in any large number. Robert Porterfield and Jacob Swoope were the delegates from Augusta. The former was made president of the convention, and the latter headed the electoral ticket. Rufus King, of New York, was nominated for President, and William R. Davie, of North Carolina, for Vice-President. A State central committee was appointed, consisting of General Porterfield, Jacob Swoope, Dr. William Boys, Samuel Clarke, and Charles A. Stuart. The presidential election took place November 2d, and the vote of Augusta stood: Federal, 396; Democratic, 244. The editor bemoaned that about four hundred voters stayed away from the polls." [29]"Rufus King's aggressive opposition to Clinton might have opened the way for his candidacy on a strict party ticket, but the only echo came from Virginia. There, plans were well under way for a state party convention even before the New York meeting. Since the Federalists lacked a central committee in Virginia, it was necessary to summon a general convention in order to nominate a slate of twenty-five presidential electors. Federalist newspapers in the state spread the word, and on September 21 a total of thirty-two delegates from eighteen counties assembled in the Shenandoah Valley town of Staunton. It is unlikely that the results of the New York convention had reached Virginia by that date, but the Staunton meeting would not have endorsed the unpopular Clinton in any case. There was, however, substantial disagreement over whether the meeting ought to make any endorsement, other than a slate of electors. A resolution supporting a formal nomination was adopted by the slender margin of 16 to 15. That issue decided, the convention then proceeded without further recorded vote to nominate Rufus King for President and William R. Davie of North Carolina for Vice-President... The only effect of the Staunton nomination was that Virginians who cast Federalist ballots voted for King, rather than Clinton. In every other state the Federalists supported Clinton, although opposition to the alliance continued to simmer." Norman K. Risjord. [30]"As a result of the Staunton meeting in September, the Federalist slate of electors (in Virginia) was technically pledged to Rufus King, though it is likely that if they had won they would have swung to Clinton in the Electoral College. Of the seventy-nine counties and three boroughs which reported election results (there are no exact returns for two counties), King carried only thirteen. He received a sizable minority vote, (more than 40 per cent) in three others, but the remainder of his support was miniscule. In thirty-two counties, or nearly half the state, Madison received 90 to 100 per cent of the vote. The total popular vote stood at 15,050 for Madison and 4,650 for King." Norman K. Risjord.
