[12]"A few vigorous Federalists in New Hampshire, however, rejecting the usual pessimism with which their colleagues accepted defeat and reasoning that organized effort should not necessarily be a Republican monopoly, decided to put up a strong fight for the congressional elections in August. Among these men who met secretly in Concord on July 4, were Senator Plumer, Thomas W. Thompson of Salisbury, a Harvard-bred attorney with whom young Daniel Webster was reading law, and William H. Woodward, a lawyer from Hanover and treasurer of Dartmouth College (fn: John Lord, A History of Hanover, N.H. (Hanover, N.H., 1928), 163.). The apparatus that they put together was even more sophisticated than Carrigain's Republican machine. Under themselves as a state committee, county committees were established which appointed agents in each town and each school district. Provisions were made to secure funds, to support the Federalist newspapers, to enlist new voters and to keep registers of all Federalists (fn: William Plumer, 'Proceedings of the Federalists in New Hampshire in 1804', 'Repository,' I:264-68, William Plumer Papers, New Hampshire State Library). Plumer, under the pseudonym 'Impartialis,' wrote a far from impartial Address to the Electors of New Hampshire, which was printed first in the newspapers and then in pamphlet form (fn: [Impartialis], An Address to the Electors of New Hampshire (Portsmouth, N.H., 1804), 3). The energy of the Federalist campaign surprised and enraged the Republicans. Gideon Granger wrote to Jefferson that their foes were 'making astonishing exertions.' (fn: Gideon Granger to Thomas Jefferson, September 2, 1804, folio 143, Jefferson Papers) The New Hampshire Gazette reported that Cheshire County Federalists were employing 'immense pecuiniary contributions, systematic caucausing, and incredible exertions.' (fn: Robinson, Jeffersonian Democracy, 64n) The result was eloquent testimony to the effectiveness of such tactics. The Federalist candidates won by an average majority of eight hundred votes, but even more remarkable was the fact that the total vote cast was almost double that of the previous congressional election." On Monday last the citizens of this State assembled in the respective towns to ballot for five persons to represent them in the Congress of the United States for two years from the 4th of March next. The meetings, in this county, were in general, very well attended, and the result has been equal to the general expectation. In this town, the votes were declared to be 222 for ... who comprised the Federal, or Washington Ticket--and 26 for ... who were the Democratic candidates. ... By comparing the votes given at this time with those given in March last for Governor, our readers will perceive the loss and gain of each party. In 28 towns in this county, the Federal gain has been 295, and the Democratic loss 40--making a difference of 335 in 5 months! The total gain in the towns returned is 190." Neither Federalists or Republicans have at present much to boast of; the majorities, which ever way they turn, are small and if we may be permitted to hazard our opinion, need but the exertions of a few influential men, to become more decided.--It is to be hoped that the Citizens of New Hampshire will be guided in their final choice, by a due regard to their individual and collective happiness and safety, and that they will be carefull how they surrender their dearest rights; zealously shunning to commit them to mercenary or ambitious men--who, in due time, will become tyrants and a bane to their Country ... 21,760 votes being given, 10,886 constitute a majority; the federal candidates having 11,076 were chosen constitutionally by 190 votes, although their actual majority was 465."
