[1]This election fell to the Executive Council because the State Legislature which usually made these appointments was not in session. It appears that when this situtation arose, the Executive Council was responsible for making the appointments. The State Legislature did not convene until December 5, 1808 and the election mentioned took place on October 10, 1808.
[2]"Richmond, Oct. 11...Nathaniel Pope of Hanover county, was yesterday elected by the Executive, Treasurer of this commonwealth, to supply the vacancy occasioned by the death of Gen. William Moseley. We understand the ballots were...No choice. At the second ballot Gen. Minor was dropped." Norfolk Gazette and Publick Ledger (Norfolk, VA). October 14, 1808.
