[2]"It does appear by the returns that he (Jennings) had four hundred and twenty one votes, and your memorialist (Randolph), three hundred and eighty one, giving him a majority of thirty nine, but deducting from his poll, ninety votes not legally taken in the seventh District of the county of Dearborn, it will leave of a legal majority of fifty one in favour of your memorialist, and two districts in the aforesaid county were deprived of their vote by the unintentionable omission of the Sheriff to appoint, or error in appointing, the necessary officer for holding the election, as your memorialist can satisfactorily prove, in which districts too, from the best information he could collect he believes he would have obtained a considerable majority."
