[2]"[Governor John] Langdon's elevation to the national sphere of government left the way to the state presidency open again to Sullivan. He made his plans for the 1789 campaign carefully, striving to build up his following in the legislature and making good use of the New Hampshire Spy, his own newspaper published in Portsmouth. By these efforts, he recovered much of the ground he had lost in 1787. John Pickering ran him so close a race, however, that the election was again thrown into the senate, where Sullivan was chosen president for the third time." The Ninth State. 113-114.
