Esq. was returned for Congress, there being no opposition. For delegates, the poll stood thus: William C. Holt 277, Arthur Lee 200, William King 164, James Callis 149, Nehemiah Forman 77." [4]According to the Original Election Returns, the Register of the General Assembly of Virginia (1918) and the Bicentennial Register of Members (1978), the person chosen from Norfolk County in 1803 was James Holt. The name "William C. Holt" appeared in the Norfolk Herald (Norfolk, VA) and the error was reprinted in other newspapers. William C. Holt was a very prominent Norfolk County politican and would also be elected to the House of Delegates within a few years.
